The division of duties in the Harbour Master's Department proposed would leave the so-called "Board of Trade" functions outside the scope of the activities of the Port Trust, and it would be for consideration by the Government whether the sub- departments concerned, namely, the Surveyor of Ships' Office and the Shipping Master's Office should be administered as separate sub-departments under the existing Senior Officers, or whether they should be merged into a single larine Depart- ment to be administered by an officer to be appointed.
It may be noted that in 1941 the revenue of these offices, which is subject to appreciable annual variation, was estimated at $118,000 and $35,000 compared with a charge for personal emoluments alone of $250,000 and $26,000 for the Surveyor of Snips' Office and the Shipping Master's Office respectively.
The estimate of expenditure given in paragraph 3 above does not purport to give any explanatory details, the words in brackets under the respective items being merely indicative of the general nature of the expenditure.
The Committee has indicated that at this stage in the investigation the preparation of detailed estimates would be premature, but it is hoped that the preliminary estimates given in this memorandum may be of some service to the Committee.
